A safe, caring health centre
The Homelessness and Addiction Recovery Treatment (HART) Hub in West Ottawa is a new model of care offering low-barrier access to treatment, support, and stability to people in need of support with their substance use health.
It is collaboratively driven by seven community partners, led by Pinecrest-Queensway Community Health Centre, and supported by more than 20 organizations across the region.

The West Ottawa HART Hub offers a safe, judgment-free space for people navigating substance use. It brings together a full continuum of care, housing support, peer connection, and social services under one roof—because wellness takes more than one path.
Everyone deserves access to respectful, evidence-based care. The Hub helps people take their next steps toward stability, wellness, and healing.

What to Expect at the Hub
This Hub is focused on services that are client-led, trauma-informed, and built to meet people where they are.
What we will offer:
Walk-in clinic supporting substance use health care, including primary care and mental health services
Rapid access to addiction medicine
Withdrawal management, treatment and stabilization services
One-on-one support and referrals to community services and supports
Peer support
Housing services
Access to social services such as employment support, ID, system navigation and more
What is not offered at this location:
Harm reduction supplies (such as needle exchange or safer inhalation kits)
Supervised consumption, safe injection, or injection of substances
Safer supply
Primary care services (e.g. family doctors) are only offered to our clients receiving substance use health support.
We are part of a larger system of care and value all the services that help people stay safer and healthier. This Hub’s focus is on supporting people on their path to wellness.
How to Access the Hub
Once open, the West Ottawa HART Hub is designed to be low-barrier and easy to access for anyone in need of support with substance use, housing, or related challenges. We will serve the catchment that includes:

You will be able to access the Hub in several ways.
Walk-ins welcome — no appointment or referral is needed
Referrals accepted from hospitals, shelters, paramedics, community organizations, and more
Paramedic Diversion for non-emergency clients
Family members or caregivers can also reach out on behalf of a loved one
Ages 16+ — the Hub is open to youth and adults
When you arrive, a member of our care team will meet with you to understand your needs and connect you with the right support.

A New Path for Less-Urgent 911 Calls
The Hub is designed to take pressure off the health system. Paramedic Services will be able to bring non-emergency clients to the Hub, quietly and without sirens, using the private rear entrance of the location.
This means fewer people in emergency departments, paramedics offload patients more quickly and get back on the road—and a more appropriate, timely option for individuals who need substance use health support.
Who We Serve
Anyone—including family and caregivers— in West Ottawa needing support for their substance use health are welcome.
Our Hub offers a mix of support and services for our residents — including urban, suburban, small-town, and rural communities.
Who are the Staff Supporting HART Hub Clients?
The HART Hub team of mental health and substance use healthcare professionals includes:
Physicians, Nurse Practitioners and Registered Practical Nurses
Addiction and mental health specialists
Case managers and social workers assisting with housing applications and long-term wellness planning
Peer support workers and individuals with lived experience providing guidance and encouragement, and helping clients on their journey toward stability.

Our site selection is guided by key criteria to ensure the Hub is welcoming, accessible, and well-integrated into the community.

All services will be provided inside the Hub locations. This is a healthcare setting.
No open substance use or loitering permitted on-site

Q: Will people be using substances at the Hub?
A: No. This is a health setting that offers clinical services, social support services, and housing supports. There is no supervised consumption and no on-site substance use.
Q: Is this a harm reduction site?
A: While harm reduction is an essential part of the broader health system, this Hub is focused on treatment services. No harm reduction supplies will be distributed here. People can still be supported here even if they are early in their journey.
Q: Will this affect neighbourhood safety?
A: Our team is composed of trusted organizations that are experienced in delivering community-based care safely and respectfully. The Hub is staffed and supervised during all operating hours, and we’re committed to ongoing collaboration with community partners and residents.
Q: Who can use this service?
A: The Hub is open to anyone and is specifically designed with the needs of Western Ottawa, Almonte (Mississippi Mills), Arnprior (McNab Braeside), Beckwith, Carleton Place, Spencerville (Edwardsburgh Cardinal), and Kemptville (North Grenville) who are in need of support for their substance use health.
Q: Can I come here to get a family doctor?
A: No. Primary care at the Hub is available only to people accessing substance use health services.
Q. The city is facing a housing emergency. How will you help people with housing?
A. Our HART hub proposal has many partners, including Ottawa Salus, a community-based organization that provides supportive housing. Together, we’ll aim to identify people currently homeless or at risk of homelessness and offer intensive case management and rent supplements.
Q: How will the HART Hub help take pressure off emergency departments?
A: The HART Hub gives people with substance use health needs a place to go for help designed with services specifically for them—so they don’t always have to go to the emergency room. In some cases, paramedics can bring non-emergency clients to the Hub instead. They’ll arrive quietly, without sirens, using the private rear entrance—so there’s no disruption to the neighbourhood. This helps people get the right care faster and lets paramedics spend less time waiting at hospitals. We've worked with paramedic services across the region to make this possible, with Ottawa Paramedic Service leading the way.
